Static Phase Converter only supply single phase to a three phase motor, basically a static phase converter consist of a start capacitor and sometimes a run capacitor with a relay, a Static Phase Converter or DPS Digital Phase Shifter is used just for a few seconds to get the load motor up to speed, shifting the phase to the three phase line for a moment, then after it is up to speed, the relay disconnects the start capacitor leaving just the single phase line running a three phase motor, the picture shows a motor failure from a Static Phase Converter or DPS Digital Phase Shifter after a short time of use, these type of converter can be use for light loads, like saws, milling machines, drill press, small lathes, on these type of equipment they can last for a long while, although they lose 1/3 of the power and consume more electricity.
