That is normal, the phase converter and your idler motor is on L1 and L2.

I build myself a 5 hp rotary phase converter it run very good the phases on the generator are 244 244 242 the amperage’s almost perfect half of an amp different on 1 phase ,but when I turn the load on 1 1/2 hp 230 volte phase 3 is always lower so the amperage on that phase is 2.5 and the other2 is 4amps do you have a solution to my problem I would appreciate if you could help me solve that problem
